Safari is the default browser for any links on an iPad which is currently not possible to change.
However you can drag the Chrome app icon onto your iPads home page so it is the browser you open first when you are searching the web etc instead of using Safari.
However, Safari defaults when you click on URL links from your email for example.
That means you need to cut and paste the link from Safari into Google Chrome browser.
